The real needy (muḍṭarr) is the one who calls upon his Lord in state of desperate need for Him, hoping solely for His bounty.

 

And the only thing that stands in the way of receiving Allah’s response when people call upon Him is their calling upon Him in state of self-sufficiency, as they still rest their hopes on worldly causes even if, consciously, they might not realize it.
